The investigation deals with the methods of managing structural and territorial disparities in the regional health care system, as one of the methods proposed to use cluster analysis, the results of its testing on statistics.
DISTORTIONS In the general case, the distortions implied inconsistency or potential rate of development of certain parts of the system, resulting in a portion of the total capacity of the product or are not claimed.
DISTORTIONSAmong human imbalances highlighted three:1. Complete imbalance between the (excessive concentration of personnel in hospitals and shortages in primary care);2. Imbalance between different medical specialties (unreasonably long hematologists, urologists, gynecologists and pediatricians do not have enough, pulmonologists, general surgeons are virtually absent);3. The doctor-nurse. The ratio of doctors and nurses is 1: 2.1. Such a relation between the number of doctors and nurses are much lower than in most developed countries of the world, which limits the development of aftercare services, patronage and rehabilitation.

The integrated indicator. Ranks of municipalities were determined by each indicator, with the best value of an indicator the rank equal to unit was appropriated to the area, then from the remained areas the best was selected and the rank equal to two, process was appropriated to it proceeded, yet all areas until then weren\'t ordered. The integrated indicator of group (characteristics of entrances, exits, conditions) was calculated with use compound ranks of municipalities on separate indicators.
The claster analysis. The cluster analysis – a problem of splitting of the set selection of objects (situations) on the subsets called by clusters so that each cluster consisted of similar objects, and objects of different clusters significantly differed. Various methods of a clustering were considered:1 . Method K of averages;2 . Hierarchical approach;3 . Two entrances association.
The claster analysis. The cluster analysis as the tool of a quantitative assessment of level of differentiation in development of the sphere of health care of municipal regions was used. The most obvious and significant is the disproportion of expenses for health care and results of system effectiveness of health care.

Conclusions. For identification of the reasons of low efficiency of health care in these regions, despite high level of financing, additional researches are necessary. It is necessary to analyse indicators material and staffing of municipal health systems, and also system of the indicators characterizing influence of environment on activity of municipal health system. The clustering allows to unify process of adoption of administrative decisions and development of actions for their realization in a control system of republican health care that, certainly, will lead to increase of system effectiveness of health care of RB.
